I was curious about the same question.
I think it's Athelia epiphylla, usually feeding on algae upon the bark, can sometimes infect mosses too.

I've read about Athelia in Butin:"Krankheiten der Wald- und Parkbäume" - Phlyctis is not mentioned there.
It seems, you need to differ between Athelia and Phlyctis...
I need to correct my opinion - most white spots on Acer and Fagus may be Phlyctis...
